Among rising hate crimes and anti-Muslim rhetoric, law enforcement agencies have experienced pressure to incorporate tactics such as immigration enforcement, intelligence gathering, surveillance, and racial profiling in "counter-terrorism" training intended to thwart future terrorist attacks.
