Three men in Farmington, New Mexico are being charged with a hate crime for luring a developmentally challenged Native American man to a deserted location, shaving a swastika into his hair and branding a swastika on his arm.The town has been asked to sign an agreement with the Navajo Nation Human Rights Commission, aimed at ending violence against Native Americans.

A Department of Justice study reports that one out of 10 American Indians or Native Americans has been a victim of violence. That rate is twice as high as the rate for blacks, two and a half times higher than whites, and four and a half times higher than hate crimes against Asians.
